Research on refugee sponsorship has focused on newcomers' settlement outcomes, sponsor profiles, motivations, and sponsor-refugee relations, but less on state-sponsor interactions. This study examines the administrative burdens in Canada's Private Sponsorship of Refugees Program, highlighting how learning, compliance, and psychological costs deter sponsors and hinder civil society's engagement in resettlement.
