↝ Temporary Protection
Temporary protection arrangements are complementary to the international refugee protection regime, enabling people fleeing specific humanitarian crises to access protection, or protecting people from being returned to their country if it is affected by humanitarian crisis.
Temporary protection mechanisms may be developed to fill protection gaps at international regional or national level, by countries that are party to the Refugee Convention and by non-Convention States, or by regional regimes such as the European Commission.
Spotlight
Temporary protection provides an important mechanism for responding rapidly to large-scale displacement by granting collective protection without requiring individuals to undergo an individual asylum determination. Since its activation for people fleeing Ukraine in March 2022, the EU’s temporary protection mechanism has provided protection and access to essential rights for millions of displaced people.
In July 2026, EU countries agreed to extend temporary protection for people fleeing Ukraine until 4 March 2028, providing greater clarity and stability for those currently benefiting from the scheme. The extension maintains access to residence, employment and housing, medical assistance, social welfare, and education for children. The decision also introduces a new requirement for future applicants to demonstrate compliance with their military obligations in Ukraine, while confirming that this limitation will not apply to those already receiving temporary protection.
